In commit 3578e77ad4 we implemented
listing of comments from the account details page , but this was
intended to only be available to TUs and Devs. As the comment says:
"display the comment list if they're a TU/dev"
The credential checking code, however, set this credential for all
users, contrary to the intention of the commit.
In order to preserve the ability to list a person's own comments, also
declare the allowed uids based on the profile being viewed.
The registration date field on the account details page currently
defaults to the current day if the user's registration date is unknown.
To avoid confusion, show "unknown" in these cases instead.

Add a new function has_credential() that checks whether the currently
logged in user is allowed to perform a given action. Moving all
permission handling to this central place makes adding new user groups
and adjusting permissions much more convenient.

This has been introduced by commit aae43d9 (started working on package
comments, 2005-03-05) but it seems to be of no practical use. Remove the
field to save some space.

This improves the ability to edit a user's account directly through
UI features rather than manually appending 'edit' to the URL or
searching for the account and selecting edit.

This adds a field to the users table and corresponding fields to the
account edit and display forms that allow for setting an (in-)activity
status.
This might turn out to be useful if a user is on vacation and can not
respond to update/orphan/deletion requests.

Replace all occurrences of "<?php echo" and "<?php print" by "<?=" to
reduce noise in templates.
Note that as of PHP 5.4.0, "<?=" is always available and no longer
requires "short_open_tag" to be set.

Use virtual paths in links (e.g. link to "/packages/" instead of
"/packages.php" etc.) if the virtual path feature is enabled.

XHTML should be eliminated from lib/ as much as possible. This pulls the XHTML
out of the display_account_info function that echoes the code, and moves it
to the new account_details.php template file.
