Lukas Fleischer d73f9df39b Remove new package notification script. 
We discussed this on aur-dev. Everything that depends on tupkgs should
be removed. Those who still want to be notified should move on to the
RSS feed.

The schema dir contains the AUR database schema file.

The scripts dir will contain any supporting scripts for the AUR such
as the script that handles moving newly uploaded packages via tupkg
to the AUR.
